What is the Good Work Plan and what do I need to do?
The Good Work Plan is a Government initiative and new legislation that came into force in April 2020. It has been dubbed the biggest overhaul of employment law in 20 years.
Based on a rise in employment and reduction in unemployment since 2010, the Government commissioned the ‘Independent Taylor Review of Modern Working Practices’.
The aim of the review was to ensure employment legislation was suitable in an emerging and changing world. This would support the Governments long term strategy to ‘build a Britain fit for the future through a stronger, fairer economy”
There was also a desire to enable individuals to better identify if they were an ‘Employee’, ‘Worker’, or ‘Self Employed’. Naturally this would also support clarity around employer and employee tax implications.
Some elements of the Good Work Plan have already come into force. All elements will become law as of the 6th April 2020.
The 4 Point Consultations
The review was undertaken by Matthew Taylor in 2018. He launched 4 primary consultations in order to establish the most effective way to enable change.
The 4 consultations covered:
- Increasing transparency in the labour market
- Agency workers
- Enforcement of employment rights
- Employment Status
The Good Work Plan was then finalised, based on the consultation responses and published in full in December 2018. The Good Work Plan became effective as of April 2020.
